    The Project Engineering Manager is the senior Engineering & Technical Department representative on an assigned project or proposal and has overall responsibility for establishing the strategy and executing the engineering of the assigned scope. This is a key management role required to promote internal and external customer satisfaction and monitor the budgets.


    Knowledge and Understanding of Contract
    > Communicate and advise others. Able to identify main risks, opportunities, liabilities and key milestones
    > Deliver means for customer satisfaction
    > Lead negotiations and manage Third Parties. Able to influence strategies
    > Promote active Change Management. Develop strategies for implementation of Change Control
    > Drive continuous improvements, Project Close-out reports and Lessons Learnt


    Production and Management of Deliverables
    > Be familiar with work sequence and deliverables for each Engineering Discipline at any project phase; ensures the Quality Management System supports deliverables preparation and method of execution
    > Ensure preparation of index of documents with compliant delivery dates
    > Generate and authorize key documents including those directing Engineering strategy and implementation


    Understanding and Management of Technical Scope


    > Ensure instructions are issued to allow work to progress
    > Facilitate agreement between conflicting requirements and leads way forward
    > Understand disciplines, limitations and risks. Understand when third party involvement is required
    > Able to challenge working method, deliverables and man-hours per deliverable in key areas
    > Ensure project team know and comply with project scope
    > Develop and manage schedule
    > Understand Project schedule; approve Engineering input and interdependencies; direct resources to best meet key dates and milestones. Able to analyze progress and ensure it is realistic and achievable; develops mitigation strategies


    Design Verification


    > Ensure that requirements for Design Verification are identified, scheduled and resourced; qualified to sign as Authorized Engineer
    > Understand importance of a Quality Management System; able to audit, correct and drive Engineering
    > Understand the principal Health, Safety, Environment and Security (HSES) issues and ensure these are handled correctly
    > Identify risk; manage correction and correction implementation


    Engineering Management and Leadership


    > Manage and lead a large multi-discipline team (more than 100 people)
    > Understand principles and procedures for project execution and has participated in senior role with at least two examples of Lead positions on large or complex projects


    > Act as delegate for Project Manager
    > Provide effective communication at and between all levels on a project
    > Promote mentoring, training and learning organization
    > Act as single point of contact for small projects where Project Manager may not be assigned


    > Establish, manage, execute and deliver the Engineering for an assigned project or proposal to schedule and in accordance with the contract including applicable Wood and Client procedures, specifications and standards, including Wood health, safety, environmental and quality procedures and specific confidentiality and secrecy agreements


    > Be familiar with the requirements of all documents that make up the contract including general and special conditions of contract, scope of work, specifications and standards etc., and require Lead Engineers to make themselves familiar with same. Identify the need for project specific engineering procedures, and ensure that they are prepared and adhered to


    > Ensure that the engineering team is informed of and strictly complies with the requirements of specific confidentiality and secrecy agreements
    > Liaise with Lead Engineers and Manager, Design Assurance and Commissioning, to ensure that appropriate engineers are approved as Authorized Engineers


    > Determine, in conjunction with Corporate Engineering Management the engineering organization for the project and ensure that the required Engineering resources are provided in accordance with the agreed MPP


    > Ensure that a mechanism is in place to enable Project and Discipline Engineers to identify potential contract changes and / or deviations to scope. Oversee the preparation of documents to define the scope of such contract changes on the project. Oversee and agree the preparation of man-hour estimates for engineering activities, and the impact on the engineering schedule. 

    When contract changes are approved ensure that the engineering team is fully informed of the revised requirements. Liaise with Project Control to ensure that budgets and schedules are revised to incorporate the effects of the contract changes


    > Manage where applicable, the engineering review of EPC bids
    > Hold regular meetings with the Main Contractors engineering team and monitor the engineering work of the Main Contractor on PMC projects


    > Determine and implement the key Strategies for the project, e.g., Modularization, Work-share
    > Understand constructability issues and ensure these are reflected in the design. Develop a construction contract strategy. Ensure contract and material requisitions reflect the requirements of the head contract


    > Allocate the preparation of miscellaneous documents (e.g. construction contract requisitions, miscellaneous material requisitions) to the appropriate specialist group. Develop a material requisitioning strategy. Ensure that the material requisition is consistent with and does not overlap with the purchase terms and conditions


    > Ensure that Lead Engineers prepare lessons learned and end of project reports
    > Carry out Engineering & Technical Department related activities and initiatives
    > Be the principal engineering interface between the company and the Client for an assigned project


    > Lead and manage the performance of the engineering team on an assigned project, including performing staff appraisals
    > Communicate with Engineering team to ensure issues of competence, performance and core values are addressed
    > Implement and manage the engineering workshare strategies for multi-center execution projects and be responsible for the performance (cost, quality and schedule) of Indian Execution centers.


     Ensure that the Engineering team is fully familiar with the Project and Corporate policy on the use of workshare centers and that this policy is followed. Ensure effective communication between workshare centers
    > Lead the development of the Engineering schedule and control budget for an assigned project. Approve the agreed Engineering schedule and control budgets


    > Understand the Project schedule; approve all Engineering input and interdependencies and direct resources to best meet key dates and milestones
    > Liaise with Project Control and Lead Engineers to ensure the development of an achievable detailed schedule for all Engineering activities consistent with the overall project schedule. Approve all Engineering input and interdependencies. Approve the Engineering schedule.


     Effectively manage progress and productivity against plan and develop mitigation strategies and remedial action where necessary with the Lead Discipline Engineers. Specifically on FEED Projects: Implement a mechanism to effectively track the progress and status of documentation to be compiled into an ITB package


    > Manage and control overtime worked by engineering personnel
    > Review with Corporate Management the progress of work on the project. Highlight areas of execution concern and proposed corrective actions to Corporate Management and solicit their help in resolving issues where appropriate
    > Review and agree with Lead Engineers their respective monthly MPP updates and ensure accuracy of updates
    > Ensure Lead Engineers adequately and appropriately populate the DMS and update accurately as required
    > Prepare and issue progress reports for engineering in accordance with Project Co-ordination Procedure


    > Operate a Personnel Approval System (PAF) be responsible for submitting PAFs for all applicable engineering personnel. Seek the assistance of Project Manager to expedite the Clients approval of a PAF where necessary
    > Ensure the cost of the project is minimized. Ensure raising of invoices to the Lead Centre or client


    > Maintain effective communication with all relevant parties including, Client, Corporate Management, Partners and Project Management team to agree execution strategies and manage resolution of areas of concern, lessons learnt and continuous improvement strategies for an assigned project or proposal
    > Lead by example and make project related engineering management decisions and ensures that they are implemented


    > Communicate with Lead Engineers. Hold regular engineering meetings with Lead Engineers. Ensure that Lead Engineers prepare required regular progress reports
    > Ensure effective communication with partners or third parties (where applicable) and appoint where appropriate, a coordinator with the Partner or third party


    > Ensure that the engineering team is made aware of the requirements of the Project Execution Plan and Coordination Procedure
    > Maintain effective communication with the Project Procurement Manager and be fully aware of the status of material delivery and issues surrounding material purchase and delivery
