Power BI Premium capacity-based licences, for example, allow users with free support to act on content in workspaces with Premium capacity. They can consume other users' content, publish content to app workspaces, share dashboards, and subscribe to dashboards and reports. When workspaces are set to Premium, Pro users can distribute content to users who do not have a Power BI Pro licence.
When using Premium Per User licences, content created by a Premium Per User licenced user can only be shared with other Premium licence users unless it is precisely placed on a workspace hosted on a Premium capacity. Each licence type's primary capabilities are summarised in the table below.
